Screen not coming on when worn over clothes

On winter runs I usually wear my watch over my sleeve. I don’t want my skin exposed when it’s -10C! When I go to look at my watch to check progress the screen doesn’t come on automatically. I assume it’s because it can’t detect a pulse? I have noticed it sometimes works over a single, thin layer.
Is it possible to still have the screen come on when I turn my watch to look at it, even without a pulse? It’s incredibly frustrating to have to press a button to get the screen to come on. I’m not sure why this restriction has been implemented, it makes no sense for it not to work even if it’s not against my skin. Then I have to press the button twice to pause the run too.
The watch obviously has the function to turn the screen on when I lift my wrist, given it does it during normal operation.
