24/7 HR reading

Is the HR lights supposed to be on when 24/7 HR is active in the settings? On my watch the lights are always off unless during an activity or when I enter HR display. When I enter HR display it will always show a high reading first 10-15 seconds before it start to show the actual HR values.

Could it be the wrist sensor that is faulty?

@Goran-Khalaf S9P only takes samples about every 10 minutes, so mostly the lights are off even when using the 24/7 setting.
